This is a felt/flannel board set designed to go on traditional felt/flannel boards and backgrounds. If your felt/flannel board requires velcro to make the figures stick, then it is probably not a true felt/flannel board. If this set does not stick to the background you have, you can add velcro (not included) to make it work with your background.
