Why my 3d glow in the dark stars stickers didn't glow?

The luminous stars stickers need to absorb the light before glow. Please stick it in the place where the light can shine. After turning off the light, it will glow.

I put the fluorescent ceiling star on the balcony for a day, why they didn't glow?
