Oil-Flo bonds to the petrochemical, whatever it may be, and then bonds to the oxygen molecules present in water. This two-step process allows a final rinse with plain water that leaves no residue behind. Neutral pH means Oil-Flo won't harm the surface, only dissolve the stain.
