How to Test and Replace a Car Fuse:
You could remove and install fuses with puller.
Remove the fuse and hold it up to the light.
The small filament should be continuous from one side to the other.
If the filament is melted, it means that something overheated the circuit.
If in doubt, use a multi-meter to check for continuity across the two terminals.
If the fuse has burned out, simply insert a new fuse of the proper amperage rating in the slot.
