The inside diameter is the size of the wheel hub on the vehicle you intend to fit the wheels to.

The smaller of the 2 measurements such as 64.1 is the inner diameter.This should match your vehicle's hub bore.
The larger of the 2 measurements such as 66.6 is the outer diameter.This should match your wheel's centerbore.
