In winter, all liquid will be in the bulb as it will show room temperature. You can use it without shaking it the first time when you take it out of the box. If not, please reset (shake) the thermometer before using it.

Don't put it in the refrigerator or in cold water to reset it, the only way to get the liquid to go down is to vigorously shake the thermometer.
